He was born in 1959 in Bursa. After graduating from Saint-Joseph French High School, which he started in 1976, he went to Germany for university education. He graduated from Karlsruhe Technical University in 1984.

He is the Chairman of the Board of Directors at Bplas A.Ş., BPO A.Ş., PHI A.Ş., B.E.R.K. Radyo TV A.Ş., Norm Çevre A.Ş., Aquila Aviation Gmbh, Fenix Aviation A.Ş., and the Deputy Chairman of the Board of Directors at Zeytursan A.Ş. Mehmet Celal Gökçen, who attended seminars and courses in various fields in organizations such as Tofaş, Toyota, Bureau Veritas, is highly proficient in English, French, German and Italian languages.

Mehmet Celal Gökçen, who was the President of Bursa Rotary Club in 2011-2012 and the President of the Italian Cultural Association in 2012, is married and has two children.
